Revised Code of Pochven (RCP)

The Revised Code of Pochven (RCP) is the compilation of all permanent laws now in force. The jurisdiction extends to the 27 Triglavian-controlled systems collectively known as Pochven.

Crimes and Punishments

RCP 1: Travel and Operations

RCP 1.1: Operating Without a License

Only licensed citizens of Pochven and registered diplomats are allowed to conduct travel and operations within Pochven. Operating combat or industrial vessels without a license may result in detainment by officers of the Pochven PD and destruction of the detainee’s vessel, as well as a misdemeanor charge and appropriate fines.

Note: licenses are not required to operate shuttles or pods.

How to Obtain a License

  1. Speak to a Red Skies diplomat to negotiate blue status.
  2. Join Red Skies as a member or corp, or be associated with one of its affiliates.

The fine for operating without a license is 25 million isk.

RCP 1.2: Failure to Comply

Detainees are required to stop their vessel, remove all target locks, and comply with officer demands. Failure to stop, attempted escape, maintaining target locks, and/or failure to comply with officer demands will result in immediate destruction of the detainee’s vessel, as well as a misdemeanor charge.

The fine for failure to comply is 50 million isk.

RCP 1.3: Resisting Arrest

Targeting officers and activating offensive modules of any kind is strictly prohibited and will result in immediate destruction of the detainee’s vessel, as well as a class C felony charge.

The fine for resisting arrest is 100 million isk.

RCP 1.3.1: Assaulting an Officer

Initiating aggression against an officer by targeting and activating offensive modules of any kind is strictly prohibited and will result in immediate destruction of the detainee’s vessel, as well as a class B felony charge.

(Note the difference between RCP 1.3 and RCP 1.3.1 is defined by who initiates aggression.)

The fine for assaulting an officer is 150 million isk.

RCP 1.4: Illegal Parking

All un-piloted vessels must be properly docked in stations. Vehicles not properly stored are subject to destruction or confiscation.

RCP 2: Destruction of Property

RCP 2.1: Destruction of Citizen Vessels

Destruction of any piloted vessel belonging to a licensed Pochven citizen is strictly prohibited, and will result in a class B felony charge.

The fine for destroying a citizen vessel is 100 million isk, plus the total value of the destroyed vessel and cargo, whether destroyed or dropped.

The fine for destroying a police vessel is 250 million isk, plus the total value of the destroyed vessel and cargo, whether destroyed or dropped.

RCP 2.2: Destruction of Deployable Property

Destruction of deployable property belonging to Pochven citizens is prohibited, and will result in a class C felony charge. This includes, but is not limited to, Mobile Depots, Mobile Tractor Units, Mobile Warp Disruptors, and Mobile Micro Jump Units.

The fine for destroying citizen property is 50 million isk, plus the total value of the destroyed property and cargo, whether destroyed or dropped.

RCP 3: Theft

RCP 3.1: Illegal Wreck Looting / Salvaging

Looting or salvaging capsuleer or non-capsuleer wrecks without a license is strictly prohibited, and will result in a class C felony charge. Vessels used for illegal activities are subject to immediate destruction.

The fine for illegal wreck looting or salvaging is 50 million isk, minus any loot recovered from the offending vessel.

RCP 3.2: Illegal Mining

Mining without a license is strictly prohibited, and will result in a class C felony charge. Vessels used for illegal activities are subject to immediate destruction.

The fine for illegal mining is 50 million isk.

RCP 4: Murder

RCP 4.1: Murder of Triglavian Citizens

Willful destruction of Triglavian (non-capsuleer) vessels, except in self-defense, constitutes murder, resulting in a class A felony charge and a complete and permanent ban on future travel and operation within Pochven.

RCP 5: Public Nuisance

RCP 5.1: Unauthorized Use of Local Channel

System Local channels are for use by authorized parties only. Use of Local channels by unlicensed pilots may result in detainment by officers of the Pochven PD and destruction of the detainee’s vessel, as well as a misdemeanor charge and appropriate fines.

The fine for unauthorized use of public communications channels is 25 million isk.

RCP 5.1.1: Use of Toxic or Threatening Language

Local channels are for polite and professional communication only. Use of toxic, profane, or threatening language is prohibited.

The fine for toxic or threatening language is 50 million isk.

RCP 5.1.2: Evangelism, Recruiting and Marketing

Use of Local channels for religious, political, corporate, or commercial purposes is forbidden.

The fine for evangelism, recruiting or marketing in local channels is 50 million isk.

RCP 5.2: Deployables

Anchoring of any deployable structures by non-licensed citizens is prohibited, and will result in the destruction of the structure, as well as a misdemeanor charge and appropriate fines. This includes, but is not limited to, Mobile Depots, Mobile Tractor Units, Mobile Warp Disruptors, and Mobile Micro Jump Units.

The fine for unauthorized deployables is 100 million isk.
